Adapted plugin description files to latest changes.

Changed I18N handling for plugin description files.

Now we use "po4a" to include translations for plugin descriptions in the
standard *.po files.
With this change all translation is now concentrated in the *.po files.

Removed deprecated code.

- removed GWEN_BUFFEREDIO
- removed asynchronous IO code
- removed IPC module
- adapted process code to use GWEN_SYNCIO instead of GWEN_BUFFEREDIO for
redirected input and output
- adapted typemaker1 to use GWEN_SYNCIO instead of GWEN_BUFFEREDIO...

Started moving to new synchronous IO framework.

We need to adapt AqBanking as well because now the DBIO functions use
GWEN_SYNCIO pointers instead of GWEN_IO_LAYER pointers.

Since we don't need guiid and timeout arguments for the new sync io functions
they have been removed now....

Prepared release 3.11.0.
- remove handling of static plugins (it is a nightmare to maintain and
no longer used by my projects)
- removed other no longer needed configure-options
- removed unused storage plugin

- configure.ac: added checks for plugins to be built
- m4/ssl.m4: no longer abort if OpenSSL is not available
- plugins/: added a convenience library which includes all plugins built
- plugins/*: create convenience libraries for all plugins and let the
plugins link against that. This allows for static linkage of the plugins...
